    This week the House is expected to consider the first conference report providing full-year appropriations for agencies funded through three appropriations bills: Agriculture; Commerce, Justice, and Science; and Transportation, Housing and Urban Development. Combined the three bills provide a total of $130.4 billion including $2.3 billion of “disaster relief” funding.     The Department of the Interior, Environment, and Related Agencies appropriations bill provides $27.5 billion in discretionary budget authority. This is 12 percent below the President’s requested level and 7 percent below the level provided for fiscal year 2011. The total funding for the bill is almost at 2009 levels.     The House Legislative Branch appropriations bill provides $3.3 billion in discretionary budget authority. By longstanding convention, the House bill includes only funding for legislative branch agencies (e.g. GAO, CBO, and the Library of Congress), joint congressional activities (e.g. the Joint Committee on Taxation and the Architect of the Capitol), and House accounts.   • Energy and Water Development Appropriations Bill

    The House Energy and Water Development appropriations bill provides $30.6 billion in discretionary budget authority, $1 billion, or 3 percent, below the enacted FY11 levels and $5.9 billion below the president's request, a 16 percent decrease. The total funding for the bill is almost at 2006 levels. The bill includes $24.7 billion for the Department of Energy, $4.8 billion for the Army Corps of Engineers and $934 million for the Department of the Interior.     The Department of Defense Appropriations bill provides $649.2 billion in discretionary and mandatory budget authority for fiscal year 2012. Discretionary BA totals $648.7 billion – $530.0 billion for the normal operations of the Department and $118.7 billion for the conduct of the global war on terrorism.
