Before I recognize Chairman Murray, I want to share a few thoughts. You’ll notice there are three senators for every congressman—so it’s an even match. I like to think quality beats quantity. But in all seriousness, we’ve got some important work ahead of us. And it’s not going to be easy. So today, I want to talk about why we’re here and what we need to do. We’re here because we want to get an agreement. We want to get something done. For too long, both parties have ignored our growing national ... Read more

WASHINGTON—The Health and Human Services Department has yet to respond to repeated requests from the House Budget Committee for information about the implementation of the President’s health-care law. Now, HBC chairman Paul Ryan is asking for more information about President Obama’s “tech surge” to fix the dysfunctional HealthCare.gov website. “The American people have a right to know how HHS is spending their money,” said Chairman Ryan. “We were told we had to pass the health-care bill to find... It would be understandable if Paul Ryan didn’t want to stick his neck out just now. As the GOP vice-presidential nominee last year, Ryan spent four months on a whistle-stop tour of the country, shaking hands, answering questions, and speaking at campaign rallies, sometimes in multiple states on the same day. If the 43-year-old Wisconsin Republican lay low for the next year—ate regular meals, sat in a tree stand with an arrow nocked in his bow, savored a (however slight) downtick in denouncements... Welcome, everybody. I want to start by thanking our distinguished witnesses: Secretary Hagel, General Dempsey, and Secretary Hale. Each of you has served our country—both in the military and in government. And we thank you for your service. The first duty of government is to keep us safe. And to keep us safe, our strategy should drive our budget. But under this administration, the budget is driving the strategy. Last year, Secretary Panetta made a budget request he said was the minimum necessar... Read more

WASHINGTON—This afternoon, the Congressional Budget Office (CBO) released an analysis of the President’s fiscal year 2014 budget. CBO found that the President’s budget would add $115 billion more to the deficit in 2014 than if we just did nothing. The CBO estimates that the President’s budget increases taxes by $974 billion. As a result of spending $46.5 trillion over the next decade, the budget ends with a $542 billion deficit in FY2023. By contrast, the House-passed budget balances by 2023. H... Read more

WASHINGTON—Earlier today, the House of Representatives passed H. Con. Res. 25, the budget resolution for fiscal year 2014. The House Republican budget stops spending money Washington doesn’t have and fosters a healthier economy to create jobs. This marks the third consecutive year House Republicans have passed a responsible budget on time. Moments before passage of House Republicans’ responsible, balanced budget, Chairman Paul Ryan of Wisconsin made the following statement on the House floor: “T... Read more

By John F. Cogan and John B. Taylor Excerpt: This week the House of Representatives will vote on its Budget Committee plan, which would bring federal finances into balance by 2023. The plan would do so by gradually slowing the growth in federal spending without raising taxes. Still, the plan has been denounced by naysayers who assert that it would harm the economic recovery and that, at the least, any spending reductions should be put off until later. This thinking is just as wrong now as it was... Read more

For the first time since 2009, the Senate Budget Committee met in open session and reported a budget resolution. Their effort this past week reveals why they went so long without a budget. Because they refuse to control spending, their budget imposes massive new tax increases on hardworking families. Despite all the talk of taking a “balanced approach” to the budget, Senate Democrats concede that the federal budget would never balance, ever. This brief summarizes the key differences between the ... Read more

Welcome, everybody. I want to start by thanking the members of this committee. As you know, writing a budget is a tough job—because you have to make choices. But everybody pitched in this year. And I’m grateful for your help. I’m especially grateful to ranking member Chris Van Hollen. This committee has a long tradition of bipartisan cooperation—which he and his staff have continued. I know we will have some spirited debates in the hours ahead. But we will hold those debates in a spirit of good ... Read more
