The proposed fiscal year 2012 Department of Homeland Security appropriations bill (H.R. 2017) provides $42.3 billion in discretionary and mandatory budget authority [BA] including funds for the Global War on Terrorism [GWOT]. Discretionary BA totals $40.6 billion and mandatory BA totals $1.4 billion. The BA figure is $2.98 billion or 6.9 percent, below the President’s request and $1.07 billion or 2.6 percent, below fiscal year 2011 enacted levels (excluding GWOT). The spending levels in the bil... Read more

Watch Ryan's Remarks I understand why this might be confusing to my friends on the other side of the aisle. After all they didn’t bother to pass a budget last year. Our friends on the other side of the rotunda in the Senate didn’t bother to pass a budget this year. We have a budget crisis. We’ve got a $1.5 trillion deficit. We’ve got a debt that is getting out of our control. And what do you do when you have a problem like that? You pass a budget. We passed a budget. And we are acknowledging an... Read more

The second continuing resolution [CR] for fiscal year 2011 is far more than a straight-forward, stop-gap spending bill. It is a sprawling, 423-page measure – with four “divisions” and 10 titles – that includes major policy changes, such as food safety legislation, well beyond the presumed intent to simply keep government agencies funded and running. Thus, the legislation – made necessary because not one of the regular appropriations bills for fiscal year 2011 has been enacted – is just another e... Read more

The Transportation and Housing and Urban Development [THUD] appropriations bill for fiscal year 2011 provides $1.3 billion less in budget authority [BA] than the President's request, and $500 million less than the current year. But this apparent "fiscal restraint" comes after a hefty 23-percent increase in 2010 for programs and agencies funded in this measure. The bill provides a total of $67.4 billion in BA, and $136.4 billion in outlays, for highways, mass transit, and aviation, as well as pub... Read more

Discretionary BA totals $77.3 billion including an advance appropriation for veterans health care passed in the fiscal year 2010 MilCon/VA, and funding for Overseas Contingency Operations. The appropriated BA als... Read more

The conference report on fiscal year 2010 Homeland Security appropriations increases discretionary budget authority [BA] by $612 million, or 1.5 percent, above the 2009 enacted level. This figure does not, however, reflect the $2.8 billion this subcommittee received from the “stimulus” bill earlier this year. In addition, the bill contains two violations of the Congressional Budget Act, described below; but the points of order that would lie against the measure will likely be waived by the rule ...
