Following $50.8 billion provided in the American Recovery and Reinvestment Act [ARRA] of 2009 (Public Law 111-5), the fiscal year 2010 Energy and Water appropriations bill provides $33.3 billion in discretionary budget authority [BA] – an increase of $46 million (well less than 1 percent) over the scored non-emergency 2009 enacted level, and $1.1 billion below the President’s request. Outlays in the measure – which funds the Department of Energy, the Bureau of Reclamation, and various independen... Read more

Of this amount, $77.9 billion is discretionary BA (see Table 1) and $50.7 billion is mandatory spending. The bill as reported reflects a $5-billion increase above the 2009 enacted level. The bill as reported includes $1.4 billion for overseas contingency operations (see Table 2 below); this amount is not treated as emer... Read more

The largest percentage increase among this year’s twelve regular appropriations bills will be considered by the House this week. It is the State-Foreign Operations Appropriations bill (H.R. 3081), which provides $48.8 billion in discretionary budget authority [BA] and $47.5 billion in budget year outlays for diplomatic, foreign aid, and global humanitarian activities. The BA is $12.2 billion, or 33 percent, above the regular 2009 enacted level (including funding previously designated as an emerg... Read more

The fiscal year 2010 Agriculture Appropriations bill provides $22.9 billion in regular discretionary budget authority [BA], an amount equal to its 302(b) suballocation. This represents an increase of $2.4 billion, or 11.9 percent, over the regular 2009 enacted (scored) level, but $80 million in BA below the President’s 2010 request. It is the fifth appropriations bill to reach the House floor, and is the first of three expected to be considered this week. As reported to the House, the measure (H... Read more

  • The Costs of 'Cap-and-Trade'
Posted in HBC Publications on June 26, 2009 | Preview rr

Hoping to advance the President’s push for a “green” 21st century economy, the House is considering legislation aimed, in part, at limiting greenhouse gas emissions by making fossil energy more expensive. It is far from clear that the measure will do much to correct the phenomenon known as “global warming,” as advertized. But it unquestionably breaks the President’s promise to protect middle-income earners from tax hikes. In addition, it establishes what is effectively a government takeover of 8... Read more

  • Administration's Statutory PAYGO Proposal
Posted in HBC Publications on June 25, 2009 | Preview rr

Ryan Prepared Opening Statement First, I want to note that I appreciate any real effort by the Administration and Congress to get a grip on our nation’s mounting fiscal crisis. But when I look at the broader budgetary context that’s developed in the first six months of this Administration, I’m afraid this PAYGO debate is little more than a distraction. The President’s budget will produce record deficits – as far as the eye can see. Deficits never fall below $600 billion, and hit $1.2 trillion by... Read more

  • Interior, Evironment, and Related Agencies Appropriation
Posted in HBC Publications on June 25, 2009 | Preview rr

The fiscal year 2010 Interior appropriations bill provides $32.3 billion in new discretionary budget authority [BA], an increase of 17 percent ($4.6 billion) compared with 2009 enacted levels, but $25 million below the President’s request. Outlays total $34.2 billion. As reported to the House, the BA in the bill (H.R. 2996) equals its 302(b) suballocation and is therefore consistent with the fiscal year 2010 budget resolution (S. Con. Res. 13). The measure contains no advance appropriations, new... Read more

The BA figure represents an increase of $220 million, or 1 percent, over the 2009 scored level, and $454 million below the President’s budget request. Of the 12 regular appropriations bills the House will ... Read more

  • Legislative Branch Appropriations
Posted in HBC Publications on June 18, 2009 | Preview rr

The Legislative Branch appropriations bill provides $3.7 billion in new fiscal year 2010 budget authority [BA], and $3.1 billion in outlays, reflecting an increase of $236 million (7 percent) from the 2009 enacted level. But the figure is $282 million below the legislative agency requests reflected in the President’s 2010 budget (which by law simply includes the agency requests without change). In accordance with long-standing practice – under which each chamber of Congress determines funding fo... Read more

  • Commerce, Justice, and Science Appropriations
Posted in HBC Publications on June 16, 2009 | Preview rr

The Commerce, Justice, and Science appropriations bill scheduled for the floor this week increases spending by 7 percent over the fiscal year 2009 enacted level (excluding emergencies) – and 12 percent above the 2009 “scored” level1 – with most of the increase due to the ramp-up for next year’s Decennial Census. The bill (H.R. 2847) also includes $101 million in budget authority [BA] and $81 million in outlays for fiscal year 2010 supplemental items requested by the President for activities rela... Read more
