Emergency Supplemental, Fiscal Year 2009

H.R. 2346

The supplemental appropriations bill being considered in the House today adds $11.8 billion in budget authority [BA] to the President’s request for overseas military and diplomatic operations, and certain domestic emergency activities. Most of the increase stems from an $8.7-billion boost for the Department of Defense, mainly in procurement and personnel. The measure also increases, by $350 million, funding for pandemic flu preparation and response, compared with the President’s request.

The majority of the bill (H.R. 2346), as reported by the Committee on Appropriations, is to fund ongoing military, diplomatic, and intelligence operations in Iraq, Afghanistan, Pakistan, and elsewhere. As provided in section 423 of the fiscal year 2010 budget resolution (S.Con.Res 13), the spending in H.R. 2346 has been exempted from the Appropriations Committee’s regular fiscal year 2009 302(a) discretionary allocation, because it is either for overseas operations and related activities, or for activities designated as domestic emergencies.
