Joint Select Committee on Budget Process Reform to Begin its Work

Washington, D.C. – Today, House Budget Committee Chairman Steve Womack (R-AR) and House Appropriations Committee Ranking Member Nita Lowey (D-NY), co-chairs of the Joint Select Committee on Budget and Appropriations Process Reform, announced that the newly-formed panel will have its first meeting on Thursday, March 8, 2018. A bipartisan and bicameral panel created by a provision in the Bipartisan Budget Act of 2018, the select committee is tasked with identifying and recommending reforms to the budget and appropriations process.

“I look forward to getting members together and starting our important work,” said Republican co-chair Steve Womack. “Without question, there is agreement on both sides of the aisle that the congressional budget and appropriations process is broken. In the days ahead, I am optimistic that we can find common ground, build on those areas of bipartisan agreement, and ultimately deliver worthwhile reform that makes our process work better for the American people.”

“American families and communities are poorly served when Congress fails to enact timely full-year appropriations,” said Democrat co-chair Nita Lowey. “Endless Continuing Resolutions, government shutdowns, and governing by crisis benefits nobody. I look forward to engaging to determine if there are bipartisan reforms that would be helpful in breaking the current cycle of dysfunction.”

Background and Membership:

The Joint Select Committee on Budget and Appropriations Process Reform was established by the Bipartisan Budget Act of 2018, which was signed into law on February 9, 2018. The committee is comprised of 16 members, equally divided between the House and Senate. Four members each were appointed by the Speaker of the House, the Senate Majority Leader, the House Democratic Leader, and the Senate Democratic Leader. House Budget Committee Chairman Steve Womack and House Appropriations Ranking Member Nita Lowey were tapped to lead as co-chairs of this panel.

The select committee is required to hold public hearings and report recommendations and legislative text by November 30, 2018.
