Chairman Arrington Announces House Budget Committee Communications Team

WASHINGTON, D.C. – Today, House Budget Committee Chairman Jodey Arrington (R-Texas) announced the communications team for the 119th Congress—adding Evan Dixon as Communications Director, Allison Dong as Senior Communications Advisor, and Carter Houtman as Digital Director.

“I’m excited to welcome Evan, Allison, and Carter to the House Budget Committee,” said Chairman Arrington. “They bring dynamic experience from both the public and private sectors, and their expertise will be key in communicating our work to get the People’s fiscal house in order and our country back on a path to prosperity.”

Evan Dixon, Communications Director

Dixon returns to Capitol Hill following four years at Citizens for Responsible Energy Solutions (CRES), where he served as the Vice President of Communications. He previously served as a press secretary and digital director for U.S. Senator Lamar Alexander (R-Tenn.), who helmed the Senate Health, Education, Labor and Pensions (HELP) Committee. Before his time in the U.S. Senate, Dixon worked as a booking producer for Chuck Todd, moderator of Meet the Press (MTP) and MTP Daily. 

Allison Dong, Senior Communications Advisor

Dong joins the House Budget Committee as Senior Communications Advisor. Prior, she was the Communications Director for the U.S. Senate Committee on Aging under Ranking Member Mike Braun (R-Ind.) and the Deputy Communications Director for Senator Braun’s personal office. She previously managed digital communications for U.S. Senator Marsha Blackburn (R-Tenn.) and was a National Security and Innovation Fellow with the U.S. Department of Defense. 

Carter Houtman, Digital Director

Houtman joins the Committee fresh off the campaign trail in Michigan. He has held communications and digital positions for U.S. Congressman John Moolenaar's (Mich.-02) campaigns, as well as other notable federal campaigns in Michigan—including for Mike Rogers (U.S. Senate) and Mary Draves (Mich.-08). He was the Campaign Manager for a State Senate campaign, worked as a Legislative Aide in the Michigan State House of Representatives, and has worked in the private sector with business development, marketing, and social media management for nationwide brands. In the nonprofit sector, he led donor relations and became the Executive Director at a Michigan-based nonprofit he helped jumpstart in 2020.

 

Chile Emenuga continues to serve as the Committee’s Press Secretary. He previously served as the press secretary for U.S. Congressman Mike Turner (R-Ohio), who chaired the House Intelligence Committee. Prior, he worked in the offices of U.S. Congressman Rick Allen (R-Ga.) and then-U.S. Congressman Fred Keller (R-Pa.).
